    Default Fresno SCCA Bylaws Discussion

According to our club's bylaws, we are supposed to review the bylaws every year. Here is the link to the bylaws - http://www.fresnoscca.com/pdf/2009Fr...yLawsFINAL.pdf

Our bylaws section 6.2.1 - Course changes are limited to course and off course safety and not course design philosophy (See Solo Rule Book section 1.3 and 2.1)

Ths current national solo rules list two section 1.3 and section 2.2 is about safety. I believe this section of the bylaws should be changed to state the correct sections of the rule book, (See Solo Rule Book, introductory section 1.4 Solo Safety Steward Program and section 2.2 Course Safety and Layout Rules).

Should the annual tech inspection voted in at March meeting be inserted into the bylaws?

I have been reading through the bylaws and there are some areas that need to be cleaned up.

    Front Cover
Is the address for the club correct?

    6. Club Administration
Is the President the only officer that runs for free?
I thought all Officers paid at least the audit fee

    7.11 Class Groupings
    Classes need to be updated.
Instead of assigning classes to Run Groups, I would suggest the following:
    List all classes
Each year class size will be evaluated and estimated, then run groups will be assigned.
Run groups can be reassigned at the event to even out run groups, as needed.

    7.12

We are currently allowing wrong run groups to run second run group and fourth run group.

    7.28

We need to include that passengers must fill out a Weekend Membership Form.

    8 Season Competition

We are starting earlier than March.

We should say something about starting the season based on availability of our current site.

Do we really need to list all the events we do not want to conflict with?????????????????

    Appendix

Paragraph 2 and 3 no longer apply because we cannot use Castle.

Take Castle out of paragraph 5.

    I hope this helps Ric.

Just a thought, but Lets just say per appropriate SCCA rules section, rather than playing catchup every year.

I had some time so I worked on the By-Laws incorporating the above suggestions as well as some of my own. These are marked in red text. Also shown in red are areas I feel need discussion as either not followed, or unworkable, etc. You can view the file here as a PDF. Some of the formatting is off but I can correct that once we have the wording finalized.

    About this paragraph in Reruns:

A minimum of 5 minutes must elapse before the competitor may
take their rerun as per SCCA Solo rulebook section 7.4 Reruns. If
the competitor is not ready to leave the grid and take their rerun
after the minimum 5 minutes has elapsed then the applicable run
will be scored as DNR(Did Not Run).

This is completely contrary to what we now do and, AFIK, always have done. We always sent the rerun car back to the front of the line. Have we been violating our own rule? Am I missing something? Should the word minimum be maximum?

Ron, the correct time frame for reruns is 5mins. or 5 cars. The time
frame comes from National events. It done that way to minimize any
advantage from having warm tires. We haven't enforced that because
we're a small close knit family.
